It's a fair description of the city.
These authors who write this type book are always a) very familiar with the area they write about but b) not always able to really give a truly critical review. It must be like trying to describe your children to someone who has not met them, and remaining totally unbiased. It's hard to do. They like their cities and have pride in them, and it shows. This is not a bad thing, just keep that in mind.
If you just like to get the feel for a city by someone who knows it well, these books provide that. This author also gives a good review of the history of the area and how that has lead to the development, which is always nice.
